Position Description
The Clinical Director for Fulton County is a member of the administrative team consisting of the CCO, VP of MHW, and the Operations Manager. The Clinical Director is a member of the Clinical Directors’ team and Outpatient Operations Team. The Clinical Director is accountable to and supervised by the VP of MHW. The Clinical Director is responsible for the overall clinical administration of multiple centers in keeping with agency policies (North Fulton, Adamsville, and Fulton Club House). Major functions of this position include human resource development and leadership; admission policies and procedures; youth care and supervision; liaison to Fulton County leadership and county government officials, educational and regulatory agencies; counseling and psychological services facilities; program planning and evaluation; developing records and reports; and providing direct clinical supervision to the program and clinical staff.

The Clinical Director for Fulton County is responsible for ensuring contract deliverables are met including the completion and presentation of monthly, quarterly, and annual reports.

The Clinical Director must be able to demonstrate solid decision-making ability as related to the safety and well-being of the counseling center clients, families, and staff. This person will be required to analyze and react to difficult situations, often while under considerable stress and pressure. Decisions will be guided by precedent and established policy and procedure. The Clinical Director must have the ability to relate to others with firmness, fairness, and concern, using their trauma-informed training at all times, must be able to delegate responsibilities, and must possess management ability and a sense of fiscal responsibility.

The Clinical Director is responsible for implementing the childcare philosophies, policies, procedures, and practices of CHRIS 180 as they pertain to this job description and as needed by the board, staff, teams, counseling centers clients, residents, and/or custodians. The Clinical Director must be dependable, emotionally stable, and physically capable. This position requires some physical functions that are considered essential to satisfactory performance of the outlined job responsibilities, i.e. sitting, standing, walking, driving, speaking, hearing, and the ability to physically restrain (when necessary). The Clinical Director must be able to serve as a positive role model for the clinical team, counseling center clients, and residents. Also, this person must be able to work with other staff members and must be able to recognize when assistance and consultation are needed. This is a salaried position that requires being on call for all of the counseling centers. The Clinical Director must be free to travel to meetings and training. Respond to emails in a timely manner.

Role and Responsibilities
The primary duties include but are not limited to the following:
• On-Call for administrative and clinical assistance.
• Complete monthly, quarterly, and annual reports of program performance metrics and present them to Fulton County Leadership.
• Participate in the evaluation, selection, and training of new therapists and administrative team members.
• Provide support, encouragement, and guidance to the other staff members.
• Assess the needs of the individuals, custodians, and children who serve in the program, to set priorities for those needs in order to plan effective services.
• Coordinate the implementation of the staff strategies, interventions, and activities, including their timing and sequence.
• Evaluate the effectiveness of the program and services and modify these services according to the need
• Generate and discuss new ideas for improving the total program of the agency
• Serve as a consultant to the CCO in evaluating proposals for change
• Assist in designing and implementing ongoing staff in-service training programs
• Coordinate with other staff members to ensure that individual responsibilities are being met
• Refer all information and questions concerning specific individuals and groups to the appropriate program
• To be available to help in the confrontation of difficult issues, and to provide mediation when staff conflict appears unresolved
• Provide support, encouragement, and guidance to staff
• Reward staff for outstanding achievement and services to residents and their families
• Assess the needs of staff and individual staff members
• Participate in the periodic formal evaluation of staff teams and/or staff members and provide direction for change and growth
• Help staff in developing a sense of quality among all programs components
• Minimize competition between agency programs before it becomes inappropriate and/or harmful
• Design, evaluate, and revise a program to meet the needs of the clients and families served by the agency (including after-care)
• Recruit, interview, select, and train staff to work with the clients and their families
• Consult with the VP of MHW, CCO, and HR on the termination of employees
• Coordinate with the Care Team for the admission policies and procedures for new clients and families to monitor applications from the time they are assigned to Fulton County BH
• Ensure that documentation, as required by the agency policy and minimum standards for state licensing, has been gathered prior to admission; and ensure the maintenance of case records in a manner that is in compliance with the state and agency guidelines on an ongoing basis
• Ensure ongoing compliance with state licensing regulation, ADA, and all regulatory requirements and report any unsanitary or unsafe condition
• Assist in and/or provide emergency supervision/care of clients as needed
• Use preventive intervention techniques when needed to prevent injury (to self or others) and major damage to property
• Oversee scheduling the work of all Fulton Co-Counseling Centers (admin, therapist, CSI, medical) staff members, including time off and the arrangement of alternate supervision
• Participate in leadership meetings and initiatives as assigned and as clinically appropriate
• Communicate with the VP of MHW and CCO regarding progress, problems, and emergency situations
• Provide leadership, support, and encouragement to all clients, interns, and volunteers assigned to other programs within the agency as needed
• Oversee the selection, training, and utilization of interns and volunteers
• Coordinate requests by individuals/groups to visit the program without interfering with the resident's right to privacy
• Complete required administrative tasks and keep related administrative records
• Work with the VP of MHW, CCO, and Chief Financial Officer on preparing an annual budget, provide input regarding expenditures, and maintain the appropriate systems for proper accounting of funds
• Prepare and submit reports and statistical data when necessary
• Attend the Board of Director’s committee meetings as requested
• Keep abreast of current trends and issues in the childcare field
• Assist in developing youth services within the community in conjunction and partnership with other agencies
• Represent CHRIS 180 to other agencies and the public as needed by assisting in marketing/public relations, making appearances to inform groups about the CHRIS 180 programs, and participating in activities of professional organizations
• Participate in approximately 40 hours annually of ongoing training, workshops, seminars, and institutes to ensure continued professional growth as required under state licensing regulations
• Build rapport and good relationships with all Fulton County government employees this position encounters.

Qualifications/Competencies
The Clinical Director position requires an individual with demonstrated skill in performing those duties required: this position requires a master’s degree in a human services-related field and licensed by the State of Georgia with LPC, LCSW, or LMFT. A minimum of five years of prior experience in childcare treatment and a minimum of two years of experience in a supervisory capacity are required. The individual must be at least twenty-five (25) years of age and be able to obtain a driver’s license in the state of Georgia.

Because of the program’s high visibility, the Clinical Director shall possess skills in public relations and image building. This person must have the ability to establish and maintain working relationships with donors, new media, public agencies, departments of government, and the general public as well as with youth, parents, and program personnel. The Clinical Director will be available for other duties as assigned or requested by the Chief Clinical Officer.
