SUMMARY: The Clinical Director will establish and oversee the organization’s clinical and behavioral health services as Advocates for Children becomes a Medicaid Core Provider. This leader will design and implement Medicaid-compliant clinical programs, policies, and procedures, while initially serving as a direct therapist for youth in the Youth Independent Housing program and for internal staff. Over time, the Clinical Director will transition into a primarily leadership role focused on program development, compliance, quality assurance, and supervision of clinical staff. This is a leadership role with an initial dual responsibility: both direct service delivery and program development.

Responsibilities
DUTIES AND RESPONSIBILITIES:
• Lead development and implementation of the organization’s Medicaid Core Provider program, ensuring compliance with Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) and Medicaid standards.
• Establish clinical policies, procedures, and best practices aligned with state requirements and COA accreditation standards.
• Provide input on staffing models, billing systems, and workflows needed for sustainable Medicaid service delivery.
• Serve on the senior leadership team, contributing to organizational strategy, integration of services, and quality improvement initiatives.
• Provide therapeutic services to youth in the Youth Independent Housing program, including assessments, treatment planning, and individual/group therapy.
• Offer limited counseling support to staff, with appropriate boundaries and referral pathways.
• Maintain accurate and timely documentation in compliance with Medicaid and agency standards.
• Develop and oversee clinical groups, evidence-based interventions, and trauma-informed practices across programs.
SUPERVISORY RESPONSIBILITIES:
• Recruit, hire, and supervise licensed clinicians as the Medicaid program expands.
• Provide clinical supervision for licensure to eligible staff as permitted by credentials.
• Monitor compliance with Medicaid billing, clinical documentation, and utilization review processes.
• Lead quality assurance reviews to ensure fidelity and effectiveness of services.
• Collaborate with finance and compliance staff to align service delivery with billing, audit, and reporting requirements.
Qualifications & Skills
QUALIFICATIONS:
• Master’s degree in Social Work, Counseling, Psychology, or related field required; Doctorate preferred.
• Independent clinical licensure in Georgia (LCSW, LPC, LMFT, Psychologist) required.
• Minimum 5 years of clinical experience with youth and families, including trauma-informed care.
• Experience in Medicaid service delivery, billing, and compliance strongly preferred.
• Supervisory experience with clinical teams required.
• Strong understanding of behavioral health standards, Medicaid Core Provider requirements, and quality improvement processes.
• Excellent communication, leadership, and organizational skills.
