Position Description:

The Quality Assurance Specialist will be responsible for developing, implementing and maintaining the quality of services provided by both the Children’s Village residential, youth program and the newly established Crossroads foster care program.

The QA Specialist will work directly with the Program Executives to identify specific goals/objectives and analyze/track outcomes for each program. The QA Specialist will The QA Specialist will inform and advise leadership on efforts to manage and improve program performance. This position reports to the President & CEO of Christian City.

Collaborative relationships:

The QA Specialist with interact and collaborate with a variety of staff on campus including: program executives, administrative staff, marketing & communications, financial development, human service professionals and ministering houseparents.

General Responsibilities:

  • Collaborate with the Executive Directors to identify:
    • both societal trends and trends in service provision and program outcomes.
    • program goals and objectives, which align with the agency’s mission, vision, values, and strategic plan.
  • Create/update, implement, and manage plans to ensure quality services and maintain accreditation standards for the residential program such as a Risk Management Plan, Accessibility Plan, Technology Plan, Cultural Competency and Diversity Plan, and Performance Management and Improvement Plan.
  • Work with foster care and adoption Program Executive to ensure implementation of policy and procedures that align with accreditation standards to help ensure that program is CARF accredited in the future.
  • Assume the role of Compliance Officer for the Christian CityChildren’s Village. Ensure the agency conforms with and operates under legal, regulatory, accreditation, and program specific standards and ensure that the agency conforms with each programs’ policy and procedures.
  • Maintain current knowledge of child welfare literature and research. Identify best practices for quality improvement.
  • Identify, compile, and analyze data to monitor outcomes for all programs.
    • Track and report outcomes monthly, quarterly, and annually to document program success and identify areas of improvement.
    • This includes providing PQI reports such as monthly and quarterly score cards, as well as annual reports for marketing purposes.
  • Work with Program Executives to develop plans for obtaining input from persons served. Implement and manage plan, which includes obtaining data from clients, employees, and stakeholders regarding information such as satisfaction with services.
  • Perform quarterly audits of case files to ensure regulatory and accreditation compliance.
  • Perform quarterly and annual reviews of comments, complaints, grievances, and critical incidents. Ensure client rights and responsibilities are met, including grievance rights and issues regarding client confidentiality. Handle client issue resolution and investigate program level incidents, accidents, and grievances.
  • Ensure certificates from licensing agencies are updated and properly posted.
  • Work with Program Executives to ensure the Policies and Procedures Manual for the Christian City Children’s Village is updated, assembled and located for easy access by staff and regulatory and accreditation surveyors and reviewers; make sure that these do not conflict with the policies and procedures required by the State of Georgia or the federal government.
  • Responsible for the organization’s performance and quality improvement program. Oversee PQI committee which involves consumers, caregivers, Program Executives, and other Christian City Children’s Village staff. Ensure all relevant PQI information is reported to the CEO and Board of Directors on a quarterly basis.
  • Develop models of evidence based and measurable service delivery, including standards for quality and outcome measures.
  • Serve as the organization’s agency liaison and reaccreditation coordinator for The Commission on the Accreditation of Rehabilitation Services.
  • Serve as the system administrator and agency liaison for ExtendedReach.
    • Monitor system implementation and system maintenance. Ensure that ExtendedReach enables the CCCV to provide all information required for internal and external reporting.
  • Serve as primary contact for all staff who are dealing with risk management issues (abuse/neglect, unusual incidents, subpoenas, requests for client information, etc.) in conjunction with both Executive Directors.
  • Serve on Christian City, Inc. Health and Safety Committee.
  • Report and track all disaster drills including, but not limited to fire, tornado, and active shooter.
  • Conduct bi-weekly cottage inspections to ensure homes are in compliance with licensing, Office of Provider Management, and CARF.
  • Evaluate cottage menus quarterly to ensure compliance with USDA standards for balanced meals.

Minimum Qualifications:

  • Bachelors degree in Human Services, Social Work, Public Administration or Business Administration; Masters in same fields preferred.
  • Experience managing and analyzing data.
  • Computer skills (MS Office and Extended Reach) and experience coordinating systems is required.
  • Must have experience with national accreditation.
  • Project and time management.
  • Excellent Oral and written communication skills.
  • Experience and skilled in consensus-building and team work.
  • Ability to interpret and write policies and procedures.
  • Ability to review files and records for compliance with State of Georgia regulations.
  • Must hold valid Georgia driver’s license with a good driving record.

Physical Demands:

Regularly required to talk and hear; stand, walk, sit, use hand to finger, handle or feel objects, tools or controls and reach with hands and arms. Employee must be able to frequently lift or move up to 10 lbs.
