Summary:        The Clinical Manager provides clinical leadership, consultation, and support for, and partners with, all programs. The Clinical Manager receives the program referrals, assists with client/home matching, and placement coordination of individuals with foster and host home families in conjunction with Program Directors and  Supervisors.

Essential Responsibilities/Accountabilities:

Works with Supervisors, Recruiters, Program Managers, and the Program Directors to provide clinical assessment in the matching of clients to the caregivers across the state of Georgia upon request.

  • Provides clinical guidance during the intake matching process.
  • Reviews and/or assists with matching paperwork according to policy
  • Works with local Supervisors (Program Managers for locations that do not have an onsite Supervisor) in identifying a potential match
  • Develops strong alliances and supports within the service providing agencies in the community. Acts as an advocate for the individuals receiving services, the caregivers, and the organization.
  • Provides clinical guidance and problem-solving techniques to the staff, caregivers, and referral sources.
  • May provide client intake, assessment, and family service plan development.
  • Acts as an advocate for the individuals receiving services, the caregivers, and organization.
  • Monitors funding for Nurse(s) and Behavior Analyst.
  • Establishes a working partnership with the clinical providers of clients and develops resources for services.
  • Conforms with and abides by all regulations, policies, work procedures, and instructions.
  • Assists with the development of assessment tools
  • Stays abreast of statewide and federal rules, regulations, and laws impacting programming and ensures compliance.
  • Displays sensitivity to the service population’s cultural and socioeconomic characteristics.
  • Assists in all Foster Home and Host Home placements
  • Chairs the Behavior Management Committee, Human Rights Commitee and Critical Incident Review Team
  • Reviews behavior support plans and ensures the plans are effective
  • Completes all internal investigations for critical and significant incidents. Completes follow up on clinical issues including documentation and compliance identified by the Risk Management Team
  • Attends state and regional meetings for Foster Care, DBHDD and presents information as needed
  • Attends SPADD meetings and presents information as needed
  • Assists staff with managing disruptions and finding alternative placements as needed
  • Creates and assists all programs with clinical training. Reviews policy to ensure that training is up to date and meets all best practice measures per program
  • Provides assistance on holistic training development
  • Reviews all internal clinical trainings and develops new trainings as needed
  • Reviews high risk critical incidents and high risk protocols
  • Assists in clinical program design for existing and new programs and makes recommendations on compliance monitoring for clinical service delivery
  • Conduct 10% qualitative reviews for all programs per month.
  • Provides group supervision to clinical staff pursuing licensure[AJ1]

Non-Essential Responsibilities / Accountabilities:

Performs other duties as assigned to meet business and program needs.

Supervisory Responsibilities:

Supervises, leads, guides and supports Nurse and Behavior Analyst. Interviews and selects staff with input from others. Orients, coaches and counsels staff. Ensures training requirements and needs are met. Conducts in-service training. Delegates and oversees work assignments. Monitors performance and adherence to Inspiritus’ mission, policies, procedures and service philosophy. Conducts performance reviews. Recommends or initiates personnel actions such as salary increases, promotions, disciplinary actions including performance improvement plans and terminations. Writes job descriptions. Attends management training.

Financial Responsibilities:

Approves staff time sheets and mileage; approves staff vacation and sick leave. Manages funds and other assets, i.e. supplies and equipment in a manner that is considered productive, in the best interest of Inspiritus, and conforms with approved budgets.

.Minimum Qualifications/Competencies:

Master’s degree in Human Services field and at least two years of experience in child welfare and/or services for individuals with developmental or intellectual disabilities.

  • LCSW, LPC, LMFT licensure, associate license, or license eligible[AJ2] .
  • Experience dealing with social issues impacting consumers and the community.
  • Strong clinical assessment skills
  • Ability and desire to work within a team and independently.
  • Ability to make difficult decisions after reviewing available information.
  • Excellent verbal and written communication skills.
  • Must have the ability to communicate with all persons in a culturally competent manner.
  • Must be sensitive to the service population’s cultural and socioeconomic characteristics.
  • Ability to take initiative and coordinate logistics.
  • Ability to use critical thinking skills and make appropriate, difficult decisions.

  • Willing and able to work evenings and weekends as needed to meet client/agency needs.
  • Must be computer literate. Microsoft Word, Outlook, and Excel.
  • Must have personal vehicle, valid Georgia Driver’s License, good driving record and appropriate automobile insurance.
  • Or possess a combination of education, experience and competencies that enables performance of all aspects of the position.

Required to operate personal vehicle. Employee frequently lifts and or moves up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Working Conditions: Office environment. Travels up to 30% of the time to meet with consumers, families, staff, service providers, and others throughout the state of Georgia. While performing the responsibilities of this job, the employee travels by automobile and is exposed to changing weather conditions.
